Council rezones property on Kendall Mill Road

Thomasville City Council unanimously approved a zoning ordinance for Kendall Mill Properties, allowing the owners to set up residences on the property.

Eddie Brinkley, one of the partners of Kendall Mill Properties — located from Kendall Mill Road to Fisher Ferry Street — said the company had bought the land several years ago with the intent of setting up a manufacturing facility.

“We sense purchased another building and remodeled it and moved the business there,” Brinkley said. “We tried for a number of years to sell the property and have been unsuccessful.”

Brinkley said the company reviewed the needs of the neighborhood and the possible uses of the property.

“Housing focusing on senior care was the one positive thing really that we could do with it,” Brinkley said. “To either do it ourselves or sell it to a developer, we’d need to rezone it.”

The council also voted to condemn the property at 1110 Unity Street, owned by Robert Safrit, with a delay of 30 days for bids for demolition.

“If we delay the bid process for 30 days gives Mr. Safrit 90 days,” said Church George, minimum housing inspector.

Safrit came before the council to request more time to prepare the property.

“I’m just asking for your consideration in getting me more time in order to move my machinery and move some objects that are on the land and get it done in a timely fashion,” he said.

Because the council voted for condemnation, city staff could still decide to move ahead with demolition if progress on the property is not made.

“At any point in time we can take this and move forward with demolition,” said City Manager Kelly Craver. “At any time after the condemnation is approved by the council, we can commence with taking bids.”

In other news, the council also approved:

A budget amendment to move $85,000 from the water and sewer funds to the maintenance and construction funds for sewer line projects that didn’t get done this past fiscal year;

A budget amendment to transfer $55,000 from the general fund to the legal budget for fees garnered in the investigation of last summer’s sewer spill;

A resolution to adopt the required Community Development Hook Up Grant policies, procedures and plans;

A Fair Housing Resolution associated with the CDBG;

A resolution designating the city manager the authority to sign the CDBG contracts
